What lessons could Latvia draw from the Benelux countries’ integration in development of cooperation with Estonia and Lithuania? Seeking an answer to this question the author, the Latvian ambassador to the Benelux countries, offers a short history of Benelux cooperation, while at the same time differentiating between political and economic integration. The author compares Benelux to Baltic cooperation taking into account the role played by the EU in this process. A conclusion to be drawn from reading the book is that cooperation between small states not always leads to the "boulevard of broken dreams".
